1. MCOP 背景

气候变化是我们这个时代的决定性问题，我们正处于一个决定性的时刻。气候变化带来的风暴肆虐、干旱加剧、物种灭绝、粮食危机与健康风险，以及其带来的贫困和流离失所，与地球上每一个人都息息相关。我们这一年以来，全球气候持续恶化，极端高温事件频发。1月成为有记录以来最热的1月，全球平均气温比工业化前水平高出1.75°C，即使在通常带来降温的拉尼娜现象下，依然创下新高；4月，全球气温达到历史第二高，亚洲地区更是创下有记录以来最热的4月；在南亚，印度和巴基斯坦遭遇异常早到的热浪，部分地区气温超过48°C，导致农业受损和健康危机；中亚地区3月的热浪也打破了历史纪录，哈萨克斯坦和乌兹别克斯坦等地的气温比常年同期高出10°C。

1992年《联合国气候变化框架公约》的通过，是国际社会共同控制气候变化建设性的第一步；《京都议定书》为《框架公约》规定具体实施规则，成为世界上第一个具有法律约束力的国际环保协议；2015年《巴黎协定》的签订表明了更大的雄心，标志全球气候治理进入前所未有的新阶段。在这一全球气候治理的进程中，《联合国气候变化框架公约》缔约方大会（Conference of the Parties, COP）发挥着推动气候谈判、促进气候治理法制化等重要作用。模拟联合国气候变化大会将高度还原这一过程，为参与者提供一次深入了解气候治理进程的机会。

今年六月，联合国教科文组织UNESCO、清华大学、深圳报业集团将联合主办2025模拟联合国气候变化大会 · 湾区大会（Model United Nations Climate Change Conference Greater Bay Area 2025）。本次大会致力于鼓励青年学生关注和参与气候变化事务，为有志于了解并深入参与应对气候变化事务的青年人提供深入了解气候变化议题、切身参与体会气候治理的专业性平台。

本次大会总共设置三个分会场，分会场的谈判议题分别为《公正转型途径的工作方案》（Work programme on just transition pathways，JTWP）、《关于财政常务委员会的若干问题》（Matters relating to the Standing Committee on Finance，SCF）与《全球适应目标》（Global Goal on Adaptation，GGA）。这三项谈判议题都是COP上提出过的重要议题，将在未来的国际气候谈判中持续受到关注，并将在气候变化全球应对中发挥关键作用，为各国的可持续发展提供指导。

除核心谈判环节外，本次会议还将进一步丰富原有活动，举办边会（side-events）、工作坊（workshop）、圆桌会议（round table）等各具特色的环节，促使青年人关注身边与气候变化相关的公众认知、活动组织并参与其中，影响更多人关心、了解应对气候变化事务。

Just Transition Work 

Programme (JTWP)

The Just Transition Work Programme (JTWP) is a new initiative of the United Nations Framework Convention on Climate Change (UNFCCC), aiming to promote pathways which ensure that the goals of the Paris Agreement are achieved in a fair and equitable manner. The JTWP focuses on creating diverse pathways that address energy, socioeconomic, workforce, and other dimensions, while incorporating social protection measures tailored to each country’s specific development priorities. The essence of the work programme is the exchange of knowledge through multilateral collaboration, primarily facilitated by biannual roundtable dialogues. The first of these dialogues was held in a hybrid format to accommodate both in-person and virtual attendees. By adopting this approach, the JTWP aims to tackle the challenges of climate, including adaptation and resilience, while also addressing global inequity. At 2025MCOP·GBA, delegates will negotiate relevant paragraphs focusing on the work programme on just transition pathways of decision 1 of CMA.4.

Matters Relating to the 

Standing Committee on 

Finance (SCF)

The Standing Committee on Finance (SCF) is a UNFCCC-constituted body established at COP 16 with the mandate to “assist the COP in exercising its functions with respect of [sic] the financial mechanism of the Convention in terms of the following: improving coherence and coordination in the delivery of climate change financing; rationalization of the financial mechanism; mobilization of financial resources; measurement, reporting, and verification of support provided to developing country Parties”. A finance contact group was established at COP28 to address finance-related items under the COP, CMA, and CMP. At 2025MCOP·GBA, delegates will negotiate CMA5’s agenda sub-item 10(a), Matters relating to finance: Matters relating to the Standing Committee on Finance, focusing on Article 2, paragraph 1(c) of the Paris Agreement and climate adaptation finance.

Work Programme on the 

Global Goal on Adaptation 

(GGA)

To enhance adaptive capacity, strengthen resilience and reduce vulnerability to climate change locally, nationally, and globally in the context of the 1.5/2°C temperature goal, the Paris Agreement established the Global Goal on Adaptation in 2015. Later on, the Glasgow-Sharm el-Sheikh work programme on the global goal on adaptation (GGA work programme) was created at COP26 in 2021 to help parties better understand and conceptualize and eventually achieve the adaptation goal, through developing a common understanding, establishing a framework, and agreeing on its key elements including the methodologies, metrics, indicators, and data sources to assess and monitor the progress.  In 2025MCOP·GBA, delegates will discuss the work programme’s content and character, experiencing the tense atmosphere of negotiating one of the most important topics of the Paris Agreement.
